Early Childhood Services

Our experience in children’s development services began alongside a pivotal legislative milestone: the comprehensive amendment of Egypt’s Child Law (Law No. 12 of 1996) through Law No. 126 of 2008. Enacted on June 15, 2008, this reform marked the most extensive overhaul of the country’s child protection framework to date, comprehensively revising key provisions and introducing expanded safeguards across health, education, social welfare, and justice.   Responding to this transformative shift, our team partnered with the National Council for Childhood and Motherhood (NCCM) to deliver foundational institutional capacity-building initiatives, supported by UNICEF, USAID, and the World Bank. We strengthened the Council’s operational backbone by modernizing internal policies, strategic planning processes, and monitoring & evaluation systems. This early engagement quickly evolved into one of the sector’s most significant undertakings at the time: leading the national assessment of the Second Decade for the Protection and Welfare of the Egyptian Child (2000–2010) and drafting the inaugural framework for the Third Decade (2010–2020). These landmark assignments served as a catalyst for our practice, fundamentally shaping our methodology and anchoring our long-term commitment to holistic, systems-level children’s development services.   Today, we partner with governments, development agencies, and private sector stakeholders to design, strengthen, and scale comprehensive children’s development ecosystems. Migration & Refugee Response

Since 2011, DevSpaces has been actively engaged in designing and delivering targeted interventions for refugee, migrant, and host communities across Egypt and the wider region. Our work began during the initial influx of Syrian refugees, partnering with UNHCR implementing agencies to coordinate cash assistance, winterization programs, and critical protection services. Dr. Tarek Sheta

Founder and CEO
Founder & CEO of DevSpaces Consulting. Tarek brings over 20 years of strategic leadership in international development across Egypt and the Middle East. As a recognized expert in Business Development, Monitoring & Evaluation (M&E), Research, and Information Systems, he has successfully launched, directed, and managed large-scale programs for numerous international organizations. Throughout his career, Tarek has led diverse interventions across multiple sectors, spanning education reform, livelihoods, SME development, employment generation, and community development. His technical expertise includes designing responsive funding mechanisms, capacity development frameworks, and comprehensive monitoring systems. He has executed over 600 research, evaluation, digital transformation, and livelihoods projects, collaborating closely with leading international organizations and donors including: UNDP, UNICEF, WFP, UNHCR, IOM, USAID, CIDA (now Global Affairs Canada), Italian Cooperation, CARE, CRS, Participatory Development Program, and the NGO Service Center. At the national and grassroots level, Tarek has worked with more than 1,400 community-based organizations, 2,800 schools, 200 health units, and local authorities across all 27 governorates of Egypt. He has also supported research centers and government directorates in building institutional capacity for project design, implementation, advocacy, and policy dialogue. Tarek possesses deep expertise in livelihoods and self-resilience programming, complemented by strong academic credentials in business management.
